Bipartisan Housing Bill Introduced By Congressman Cleaver Passed Into Law
(Washington, D.C.) – Congressman Emanuel Cleaver, II (D-MO), Chairman of the House Financial Services Subcommittee on National Security, International Development, and Monetary Policy, is proud to announce that the Housing Choice Voucher Mobility Demonstration Act of 2019 was included in H.J. Res. 31, the Consolidated Appropriations Act of 2019, the spending bill recently signed into law by President Trump. The bill, which would expand economic opportunities for low-income families by allowing them to relocate to low-poverty areas, was re-introduced by Congressman Cleaver, along with Congressman Sean Duffy (R-WI), earlier this month.
“I want to thank Congressman Duffy for working with me on this legislation, and I’m thrilled to see the hard work pay off with its inclusion in the most recent spending bill,” said Congressman Cleaver. “This is a small piece of the spending package, but it will have a large impact on lower-income communities by removing institutional barriers and creating opportunities for struggling families to climb the economic ladder.”
The bill language authorizes the Secretary of Housing and Urban Development (HUD) to create a demonstration program under the Section 8 Housing Choice Voucher Program that would encourage families receiving such voucher assistance to move to lower-poverty areas, enabling more access to areas of greater opportunity. The House of Representatives passed the same bill in the 115th Congress, however, failed to get approval from the United States Senate.
“The best way to break the generational cycle of poverty that has plagued too many American families for far too long is to provide these individuals with greater economic opportunity. That’s exactly what this bill aims to do,” Congressman Cleaver said.
The former Ranking Member of the Housing and Insurance Subcommittee, Congressman Cleaver has worked diligently to reach across the aisle to find bipartisan solutions to America’s affordable housing crisis. In the 115th Congress, Representatives Cleaver and Duffy successfully passed H.R. 4258, the Family Self Sufficiency Act, and in the 114th Congress, Congressman Cleaver and Congressman Blaine Luetkemeyer (R-MO) secured passage of H.R. 3700, the Housing Opportunity Through Modernization Act.
