Congressmen Cleaver and Duffy Re-Introduce Housing Bill to Increase Opportunities for Low-Income Families
(Washington, D.C.) – Congressmen Emanuel Cleaver, II (D-MO) and Sean Duffy (R-WI) today introduced the Housing Choice Voucher Mobility Demonstration Act of 2019, which will enable low-income families to climb the economic ladder by reducing barriers that have trapped generations of Americans in poverty. The legislation authorizes the Secretary of Housing and Urban Development (HUD) to create a demonstration program under the Section 8 Housing Choice Voucher Program that would encourage families receiving such voucher assistance to move to lower-poverty areas, enabling more access to areas of greater opportunity.
“This piece of legislation is all about expanding opportunities for low-income families that have been left behind,” said Congressman Cleaver. “As a former resident of public housing, I know firsthand that these individuals are desperately seeking greater access to employment opportunities. By allowing families to relocate to low-poverty areas with better job prospects, we can help end the cycle of poverty that has ensnared far too many American families for too long.”

The same bill was passed overwhelmingly by the House of Representatives in the 115th Congress, but failed to get a vote in the Senate.
“This bill is about as bipartisan as it gets. We’re confident it will again pass through the House and when it does, we call on the Senate to take it up for a vote,” Congressman Cleaver said.
