Emanuel Cleaver, II is now serving his tenth term representing Missouri’s Fifth Congressional District, the home district of President Harry Truman. He is a member of the House Committee on Financial Services; Ranking Member of the Subcommittee on Housing and Insurance; member of the Subcommittee on Capital Markets; and member of the U.S. Helsinki Commission. He is a former Chair of the Congressional Black Caucus; Co-Chair of CBC TECH2025; and Co-Chair of the Mayors Caucus.

(Washington, D.C.) – Today, Housing & Insurance Subcommittee Ranking Member Emanuel Cleaver (D-MO) and Chairman Mike Flood (R-NE) introduced the HOME Reform Act of 2025, legislation that overhauls the HOME Investment Partnerships Program (HOME) in the U.S. Department of Housing and Urban Development (HUD). The bipartisan legislation will streamline regulations to strengthen public-private partnerships in efforts to encourage the building of more housing and rental properties to bring down the cost of housing.

(Washington, D.C.) – U.S. Representatives Emanuel Cleaver, II (D-MO) and Lizzie Fletcher (D-TX) led 100 of their Democratic colleagues in sending a letter to Environmental Protection Agency (EPA) Administrator Lee Zeldin, urging the Trump administration to restore the Inflation Reduction Act’s (IRA) Solar for All program. The Solar for All program is a $7 billion investment to help working families lower their electricity bills, strengthen local economies, and build a more resilient future.
