FY24 Community Project Funding Disclosure

 

As your elected representative, I have the privilege of making annual requests to the House Committee on Appropriations on behalf of my constituents that represent the priorities of Missouri’s Fifth Congressional District.  For Fiscal Year 2024, the House Committee on Appropriations will include Member-designated Community Project Funding, along with language and programmatic requests in the federal appropriations bills. 

In order to prioritize accountability and transparency in this process, below are the 15 projects that I submitted to the committee to consider. At a later date, the committee will publicly release a list of the projects that are ultimately selected for inclusion in the House of Representatives annual appropriations package. Submission of a project to the committee is not a guarantee that the project will receive funding.   

 

Project: Historical Downtown Revitalization

Proposed Recipient: City of Independence, MO

Recipient Address: 111 E. Maple Ave, Independence, MO 64050

Amount Requested: $4,000,000

Description:  Funding will be used to increase safety for pedestrians, bicyclists, and vehicles traveling in downtown Independence via traffic flow, lighting, sidewalk, and bike lane improvements.

Project:  Pre-Development for the Westside Hangar Complex at the Charles B. Wheeler Downtown Airport                  

Proposed Recipient: City of Kansas City, Missouri Aviation Department

Recipient Address: 601 Brasilia Ave, Kansas City, MO 64153

Amount Requested: $4,158,000         

Description:  Pre-developing the Westside Hangar Complex at the Charles B. Wheeler Downtown Airport (MKC) will advance the timeline for terminal development and optimize the high demand for hangar facilities at the airport.

Project: Heroes Home Gate Campus

Proposed Recipient: Footprints, Inc.

Recipient Address: 2017 E. Linwood, Kansas City, MO 64109

Amount Requested: $2,300,000

Description:  Expansion of Heroes Home Gate (HHG), a transitional home for homeless veterans. The new facility will help veterans gain skills that allow them to succeed in reconnecting with their families, regaining mental and physical health, beginning new careers, and independently maintaining permanent housing.

Project: Harvesters Capital Improvement Project

Proposed Recipient: Harvesters - The Community Food Network

Recipient Address: 3801 Topping Ave, Kansas City, MO 64129

Amount Requested: $2,535,100

Description:  As the region’s only food bank, Harvesters’ expertise in distributing food and household products through their network of more than 420 schools and 760 nonprofit agencies is essential to the region. Funding will be used for large capital expenditures needed for transportation, warehousing, and technology expenses.

Project: Unidentified Remains Project and Forensic Equipment Replacement

Proposed Recipient: Jackson County Medical Examiner's Office

Recipient Address: 950 E 21st. St, Kansas City, MO 64108

Amount Requested: $1,004,800

Description:  There are two elements to this project. The Jackson County Medical Examiner's Office of Kansas City, MO would utilize these funds to expand their use of Forensic Genetic Genealogy to identify deceased, unidentified individuals where other ID methods have failed. Secondly, funds for this project would be used to replace and upgrade forensic equipment that is utilized on a daily basis.

Project: Kanbe's Markets Healthy Corner Stores Expansion

Proposed Recipient: Kanbe’s Markets

Amount Requested: $2,000,000

Description:  This project will build organizational capacity and expand its Healthy Corner Stores (HCS) footprint. Through the HCS program, Kanbe’s Markets provides access to fresh produce to over 178,000 people that live within proximity (½ mile or less) of the current locations in Jackson County, Missouri. The HCS program model intervenes on issues of food access in the largest food desert in the city by bringing fresh produce to the community. All HCS locations are within ½ mile proximity to 38 Census Tracts deemed as “Food Deserts” or “Low Access and Low Income” Tracts by the USDA.

Project:  Low and No Emission Bus Replacement and Support Infrastructure

Proposed Recipient: Kansas City Area Transportation Authority

Recipient Address: 1200 E. 18th St, Kansas City, MO 64108

Amount Requested: $4,880,000

Description:  The Kansas City Area Transportation Authority (KCATA) and regional transit partners will continue to integrate electric buses into the already established RideKC network. Deployment of low and zero-emission buses is a key contributor to reducing local emissions and the quiet, clean operation serves to enhance the riders’ experience.

Project: Agriculture Annex Facility & Equipment Improvements

Proposed Recipient: Metropolitan Community College - Maple Woods Campus

Recipient Address: 2601 NE Barry Rd, Kansas City, MO 64156

Amount Requested: $3,000,000

Description:  This funding will allow MCC Maple Woods Campus to meet the increased demand for its programs by expanding the state-of-the-art equipment and facilities in laboratories, classrooms, and animal clinics.

Project: Rape Crisis & Child Sexual Abuse Prevention Center

Proposed Recipient: Metropolitan Organization to Counter Sexual Assault (MOCSA)

Recipient Address: 3100 Broadway Blvd, Ste 400, Kansas City, MO 64111

Amount Requested: $4,000,000

Description:  As Missouri’s only standalone rape crisis center and the second biggest in the country, MOCSA will transform a vacant facility into a high-profile community service center with therapy rooms, office space, support groups, and training resources to respond to victims and unprecedented growth in service demand in the past five years. The project will foster equitable urban development, violence reduction, healing for victims of sexual violence, and economic growth in a historically marginalized area of the Kansas City urban core.

Project: Automated License Plate Reader Expansion for Law Enforcement

Proposed Recipient: Mid-America Regional Council

Amount Requested: $3,750,000

Description:  This project will expand the Automated License Plate Readers (ALPRs) in both Kansas City, MO, and Independence, MO.

Project: Welcome Home Housing Revitalization Project

Proposed Recipient: Mother's Refuge

Recipient Address: 200 N. Delaware, Independence, MO 65050

Amount Requested: $4,00,000

Description: The Welcome Home Housing Revitalization Project will provide transitional housing to homeless, pregnant, and parenting young women and their children. Expanding its capacity in a new facility will allow residents to transition more quickly from the maternity shelter and thus allow the organization to serve more individuals.

Project: MRIGlobal Grandview Campus Infrastructure Improvements

Proposed Recipient: MRIGlobal

Recipient Address: 425 Dr. Martin Luther King, Jr. Blvd, Kansas City, MO 64110

Amount Requested: $3,500,000

Description:  Improve the core infrastructure supporting MRIGlobal’s Grandview location to enable the development of a modern, purpose-built research laboratory campus on the 75-acre property. The new infrastructure will allow MRIGlobal to bring economic development to Grandview, increase utilization of the site, and expand research capabilities in a secure campus setting in Grandview, MO.

Project: Domestic Violence Prevention Capacity Building

Proposed Recipient: NewHouse Inc.

Amount Requested: $1,800,000

Description:  Funding will be used to increase Newhouse's capacity to serve victims of domestic violence as it expands its physical space to meet rising needs in the community. This funding will increase the capacity of Newhouse's domestic violence services, including a 24-hour hotline, case management, legal services, and safe housing.

Project: Missouri River Access & Development

Proposed Recipient: Port Authority of Kansas City, MO

Amount Requested: $15,000,000

Description:  MO RAD (Missouri River Access & Development) is dedicated to developing the riverfront to contribute to the interconnectedness of Kansas City by growing in a way that will benefit the health and wellness of all Kansas Citians in a truly equitable and sustainable way. The request will create foundational support for a multi-modal Riverfront connection, complete an important Riverfront connection between the metro’s two downtowns, and lay the foundation for the City’s premier Missouri River Dock, among other benefits.

Project: Union Station Transportation and Security Improvement Project

Proposed Recipient: Union Station Kansas City, Inc.

Recipient Address: 30 W. Pershing Rd., Ste. 400, Kansas City, MO 64108

Amount Requested: $4,700,000

Description:  Union Station seeks funding to repair and improve infrastructure that will have a direct impact on pedestrians’ ability to access transportation such as streetcars, buses, and trains.
