FY27 Community Project Funding Disclosure

As your elected representative, I have the privilege of making annual requests to the House Committee on Appropriations on behalf of my constituents that represent the priorities of Missouri’s Fifth Congressional District.  For Fiscal Year 2027, the House Committee on Appropriations will include Member-designated Community Project Funding, along with language and programmatic requests in the federal appropriations bills. 

In order to prioritize accountability and transparency in this process, below are the projects that I submitted to the committee to consider. At a later date, the committee will publicly release a list of the projects that are ultimately selected by them. Submission of a project to the committee is not a guarantee that the project will receive funding.   

 

Commerce, Justice, and Science Subcommittee

Project: Advanced Emergency Response and Rescue Equipment Upgrade

Proposed Recipient: Board of Police Commissioners of Kansas City, Missouri

Amount Requested: $1,000,000 

Description: The funding would be used to allow the Kansas City Police Department tactical response team to purchase equipment that will assist in high-risk incident responses, such as terrorism, mass casualties, active shooter incidents, disaster relief, and hostage incidents. The project is an appropriate use of taxpayer funds because it will not only enhance officer safety, but also the safety of the community as a whole. The project has a federal nexus because the funding provided is for purposes authorized by section 1701(b)(9) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10381(b)(9)).

Project: Crime Lab Equipment Upgrade

Proposed Recipient: Board of Police Commissioners of Kansas City, Missouri

Amount Requested: $3,125,000

Description: The funding would be used to allow the Kansas City Police Crime Laboratory (KCPCL) to replace aging, outdated equipment while also adding new state-of-the-art technologies. The project is an appropriate use of taxpayer funds because the criminal justice system relies upon receiving high-quality forensic testing results in a timely manner and this project will help ensure this is possible, increasing safety for Kansas City. The project has a federal nexus because the funding provided is for purposes authorized by section 1701(b)(9) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10381(b)(9)).

Project: Lee’s Summit/Eastern Jackson County Public Safety Communications & Intelligence Center

Proposed Recipient: City of Lee’s Summit, Missouri

Description: The funding would be used to develop a regional Public Safety Communications Center and Real-Time Crime Center to enhance emergency response across Lee’s Summit, Blue Springs, Independence, Grandview, and nearby jurisdictions. The project is an appropriate use of taxpayer funds because it will improve regional collaboration and directly improve public safety. The project has a federal nexus because the funding provided is for purposes authorized by section 1701(b)(9) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10381(b)(9)).

Project: KCPD Police Cruiser Upgrade

Description: Replace high mileage, end-of-life police cruisers for the Kansas City Police Department. The project is an appropriate use of taxpayer funds because it will directly benefit the taxpayers through more effective and efficient police services. The project has a Federal nexus because the funding provided is for purposes authorized by the Byrne Justice Assistance Grants (JAG) program, section 501 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10152).

Project: Public Safety Enhancements

Description: The funding would be used to enhance operational readiness, officer safety, and community service capabilities through targeted investments in critical public safety equipment. The project is an appropriate use of taxpayer funds because it will modernize essential tools used for daily patrol operations, emergency response, and high-risk incident management which will directly result in increased public safety. The project has a federal nexus because the funding provided is for purposes authorized by section 501 of the Omnibus Crime Control and Safe Streets Act of 1968 (34U.S.C. § 10152).

Project: Missouri Cybersecurity Assurance Assistance Partnership (MoCAAP)

Proposed Recipient: University of Missouri-Kansas City

Amount Requested: $1,900,000.00

Description: The funding would be used to position UMKC as a research and validation hub dedicated to developing standards-aligned, AI-driven cybersecurity tools specifically designed to protect public schools and municipalities before disruption occurs. The project is an appropriate use of taxpayer funds because it is research that will aid in proactively identifying vulnerabilities, strengthening defenses, and developing reproducible cybersecurity measurement tools. The project has a federal nexus because the funding provided is for purposes authorized by section 272 of title 15, United States Code.

Project: Gladstone Park Infrastructure Improvements 

Proposed Recipient: City of Gladstone, Missouri

Amount Requested: $2,000,000.00 

Description: The funding would be used to rehabilitate ballfields, playgrounds, and park infrastructure at Happy Rock and Central Park to improve safety, accessibility, and recreation. The project is an appropriate use of taxpayer funds because it will rehabilitate critical public facilities, improve recreational infrastructure, address accessibility barriers, and install public works that enhance safety and energy efficiency. These investments will strengthen the community’s quality of life, support economic vitality through recreation and regional visitation, and address compelling local infrastructure needs. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(2).

Project: Highway 150 Trail Enhancement

Proposed Recipient: City of Grandview, Missouri

Description: The funding would be used to enhance safety, accessibility, and

community connectivity for alternative transportation and recreational users of the Hwy 150 Trail, which has reached its functional lifespan and is currently struggling with poor surface conditions and limited usability. Through this project, the city proposes to remove the deteriorated trail and construct a new, more modern shared-use trail. The project is an appropriate use of taxpayer funds because it will promote public safety, transportation alternatives, encourage recreation activities, benefit future economic development, and address an important regional trail connection available to the public. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C.5305(a)(2).

Project: The View Community Center Enhancements

Description: The funding would be used to upgrade and revitalize Grandview View Community Center, a critical community support space, with an emphasis on offering a wider range of programming for the city’s youth and young adult populations. The current building is limited in capacity and design, making it difficult to meet the growing needs of the Grandview area. The project is an appropriate use of taxpayer funds because expanded youth and young adult-focused programming helps reduce idle time, strengthens social connections, and provides a safe alternative to unsupervised or high-risk environments. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C.5305(a)(2).

Project: R.D. Mize Bridge Rehabilitation

Proposed Recipient: City of Independence, Missouri

Description: The funding would be used for the rehabilitation of the existing R D Mize bridge over Little Blue Trace Trail, which has deteriorated and caused a portion of the Little Blue Trace trail to be closed. The project is an appropriate use of taxpayer funds because the closure of the popular Little Blue Trace Trail disrupts safe, continuous access for the many pedestrians and cyclists that traverse the trail each day. This project will reestablish trail connectivity and improve public safety. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(2).

Project: 18th & Vine Capital Improvement Project

Proposed Recipient: City of Kansas City, Missouri

Description: The funding would be used to stabilize 18th & Vine buildings by upgrading retail spaces, structural systems, building envelopes, and HVAC for safety, efficiency, and activation. The project is an appropriate use of taxpayer funds because it protects existing city assets, reduces long‑term costs, and improves public safety. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(4).

Project: Kansas City Waterway Protection and Response Vessel 

Proposed Recipient: City of Kansas City, Missouri

Description: The funding would be used by the Kansas City Fire Department (KCFD) to acquire a fireboat to address a critical gap in emergency response capabilities along Kansas City’s waterways. The project is an appropriate use of taxpayer funds because it will protect vital waterfront infrastructure, reduce community risk, strengthen regional emergency response capabilities, and serve as a critical resource for search and rescue operations and emergency medical transport.The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C.5305(a)(1).

Project: Martin Luther King Jr. Boulevard Complete Streets

Proposed Recipient: City of Kansas City, Missouri

Description: The funding would be used to promote public safety by introducing traffic calming measures, improving pedestrian-activated crosswalk beacons, and reconfiguring intersections on Kansas City’s High Injury Network. The project is an appropriate use of taxpayer funds because it will directly reduce fatal, near fatal, and other serious crashes along this corridor. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(2).

Project: Construct Airport Traffic Control Tower (ATCT)

Description: The funding would be used to construct a new airport traffic control tower at the Kansas City-Lee’s Summit Regional Airport. The project has a federal nexus because the funding provided is for purposes authorized by 49 U.S.C. 47100 et seq.

Project: Macken Park Redevelopment

Proposed Recipient: City of North Kansas City, Missouri

Description: The funding would be used for the replacement of aging Macken Park playground with modern, inclusive equipment, safety surfacing, shade, lighting, and improved paths for families and all abilities. The project is an appropriate use of taxpayer funds because it improves a heavily used public asset, extends the life of park infrastructure, and provides long-term community benefits that serve residents of all abilities and ages. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(2).

Project: Raytown Park Redevelopment

Description: The funding would be used at the Sarah Colman-Livengood Park for the demolition of aging, non-accessible facilities, which will be relocated and replaced with new, ADA-compliant, fully accessible facilities. The project is an appropriate use of taxpayer funds because it will improve this space which serves the whole community, while also addressing ADA accessibility. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(4) and 5305(a)(5).

Project: Sterling Avenue Rehabilitation and Streetscape Project

Description: The funding would be used for road and streetscape upgrades on the Sterling Avenue corridor to improve safety, durability, and connectivity to downtown and reinvestment areas. The project is an appropriate use of taxpayer funds because it prevents more costly repairs, protects critical freight infrastructure, improves public safety, supports economic development, and enhances accessibility. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(2).

Project: Gateway Crossing

Description: The funding would be used to modernize an existing public housing community to ensure safe, high-quality housing remains available for low- and very low-income families in Jackson County. The project is an appropriate use of taxpayer funds because it will preserve and improve affordable housing in Independence. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(2).

Project: Bus Stop Access and Safety Improvements 

Proposed Recipient: Kansas City Area Transportation Authority

Description: The funding would be used to make improvements in ADA access, safety, and system equity at bus stops throughout KCATA's service area are not ADA accessible. The project is an appropriate use of taxpayer funds because it will expand access to all residents at bus stops throughout the city's public transportation infrastructure and improve public facilities for all the system's users. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(2).

Project: Transit-Oriented Development Remediation

Description: The funding would be used for environmental cleanup, demolition, and erosion control necessary to prepare a 16.5-acre site for eventual transit-oriented development. The project is an appropriate use of taxpayer funds because the converted site will improve transit options for all residents and users of the KCATA system. The project has a federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. 5305(a)(4).
