Congressman Cleaver Announces $101.9 Million in Federal Funding for Affordable Housing, Community Development, and Homeless Assistance in Missouri
The funding from the Biden-Harris Administration will advance local housing solutions, lower costs for families, and boost economic growth in communities throughout the Fifth Congressional District
(Washington, D.C.) – Today, U.S. Representative Emanuel Cleaver announced that the Department of Housing and Urban Development (HUD) will provide $101.9 million in federal grants to communities throughout the state of Missouri. The federal formula funding, which Congressman Cleaver was proud to support with his vote for the Consolidated Appropriations Act of 2024, will support a wide range of activities to address Missouri’s most pressing local needs, including providing flexible resources to build affordable homes, supporting renters and homeowners, providing life-saving assistance to people experiencing homelessness, and strengthening economic development through good-paying jobs and investments in local communities.
“Everywhere I go, I hear from Missourians who are concerned about the rising costs of housing in Kansas City, Independence, and our rural communities. This is a challenge facing families of all backgrounds and from every region of the country—and I’m thankful the Biden Administration is supporting the investments needed to lower costs, support development, create more affordable housing, and combat homelessness” said Congressman Cleaver. “The funding announced today will allow communities across the Show Me State to address the most urgent local needs and advance housing solutions that benefit hardworking families, and I’m proud to have helped bring it home for the people of the Fifth Congressional District.”
The grants announced today are provided through the following HUD programs:
- $63,276,275 through Community Development Block Grant program, which provides annual grants to develop stronger, more resilient communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income people.
- $22,177,163 through the HOME Investment Partnerships Program (HOME), which is the primary federal tool of state and local governments to produce affordable rental and owner-occupied housing for low-income families. HOME funds a wide range of activities, including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people.
- $6,597,935 through the Housing Opportunities for Persons With HIV/AIDS (HOPWA), which provides stable and permanent housing assistance and supportive services to low-income people living with HIV.
- $5,610,968 through Emergency Solutions Grants, which provides funds for homeless shelters, assists in the operation of local shelters, and funds related social services and homeless prevention programs.
- $3,153,845 through the Housing Trust Fund, which is an affordable housing production program that complements existing federal, state, and local efforts to increase and preserve the supply of decent, safe, and sanitary affordable housing for extremely low- and very low-income households, including families experiencing homelessness.
- $1,074,762 through the Recovery Housing Program, which helps states to provide stable, transitional housing for individuals in recovery from substance-use disorder.
Additionally, HUD also announced earlier this week Public Housing Repair funding for public housing authorities in all 50 states as well as the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands to make capital investments to their public housing stock. Housing authorities can use the funding to complete large-scale improvements such as replacing roofs or making energy-efficient upgrades to heating systems and installing water conservation measures.
These awards included funding for multiple public housing authorities across Missouri’s Fifth Congressional District, including:
- $4,962,638 for the Housing Authority of Kansas City;
- $1,449,735 for the Housing Authority of the City of Independence; and
- $201,345 for the Lee’s Summit Housing Authority.
“As someone who spent years in public housing with my father, mother, and three sisters, I understand very well the importance of public housing to thousands of families in our communities. Public Housing has been neglected by Congress for far too long, but I’m happy to see President Biden continuing to invest in the construction, rehabilitation, and expansion of public housing authorities in my congressional district and all across the country,” said Congressman Cleaver.
