The legislation was introduced by United States Representative Emanuel Cleaver, II (D-MO) and would protect American consumers from predatory debt collection abuses by closing federal loopholes and bolstering consumer protections. Congressman French Hill (R-AK) was the Republican sponsor of the bill.
