(Washington, D.C.) – Last night, H.R. 4403, the Stop Debt Collection Abuse Act of 2019, was passed out of the Financial Services Committee unanimously in a vote of 54 to 0. The legislation was introduced by United States Representative Emanuel Cleaver, II (D-MO) and would protect American consumers from predatory debt collection abuses by closing federal loopholes and bolstering consumer protections. Congressman French Hill (R-AK) was the Republican sponsor of the bill.

(Washington, D.C.) – The House of Representatives yesterday passed H.R. 2514, the COUNTER Act. Introduced by United States Representative Emanuel Cleaver, II (D-MO), the COUNTER Act would implement several changes and additions to the Bank Secrecy Act (BSA), which legally directs banks' responsibilities to help the government detect and defend against illegal financial transactions. Much of the same legislative language was passed as an amendment last week within the Corporate Transparency Act, a bill introduced by Rep. Carolyn Maloney (D-NY).

(Washington, D.C.) – Today, the United States House of Representatives passed H.R. 2513, the Corporate Transparency Act of 2019, by a vote of 249-173. Included in the text of H.R. 2513 was legislation introduced by United States Representative Emanuel Cleaver, II (D-MO), known as the COUNTER Act. Cleaver's legislation would implement a number of changes and additions to the to the Bank Secrecy Act (BSA), which dictates banks' responsibilities to help the government detect and root out illegal financial transactions.

(Washington, D.C.) – Today, United States Representative Emanuel Cleaver, II (D-MO) received a letter from the Department of Treasury, agreeing to an affirmative investigation into Facebook's planned cryptocurrency (Libra) and digital wallet (Calibra). In August, Congressman Cleaver sent a letter to Facebook, Calibra, the Financial Stability Oversight Council (FSOC), and the Office of Financial Research (OFR), urging the financial regulators to proactively examine Libra and Calibra for possible systemic risk.
